Cigar Felts or Flannels, also known as Cigar Premiums & Cigar Flags. From about 1890 to 1918, new boxes of cigars were sold with these in the bottom of the wooden boxes for several reasons.
To keep the cigars fresh & moist
To minimize them from getting damaged
As a gift or premium
The cigar companies had a great idea. The women would collect these & many were sewed together to make quilts or curtains. Many wives would quietly tolerate their husbands smoking those nasty smelling cigars, because they knew that when the box was empty, they would soon be getting a new Cigar Felt to add to their collection & show off to the other ladies, when the husband bought another box of cigars. It appears that the most common were flags of various countries. Some had Indian designs, Baseball Stars, types of Flowers & types of Butterflies. These are only a few of the collection Many that we have available.
